Trustworthy public health intelligence by integrating ethics governance with accountable surveillance program delivery
Abstract
Trustworthy public health intelligence requires more than technology; it depends on ethical oversight, clear accountability, and delivery practices that can adapt to changing data and policy. This article presents an integrated governance model that links ethics review, privacy controls, stewardship roles, and program management routines into a single operating system for surveillance initiatives. We outline how transparent performance reporting, documented decision rights, and measurable indicators for timeliness and quality reduce operational risk while improving responsiveness to emerging threats. The paper provides practical templates for governance charters, risk registers, and release approvals. The proposed model supports credible, audit-ready surveillance that sustains public trust during routine monitoring and emergency response.
